Eleanor Kennelly Gaetan, Ph.D. is Vice President and Director of Public Policy at the DC-based National Center on Sexual Exploitation (NCOSE), working closely with NCOSE’s Law Center. She served as a senior coordinator at the State Department’s Office to Monitor and Combat Trafficking in Persons (J/TIP) where she was chief editor of five annual TIP Reports. Eleanor first met the human trafficking issue through the eyes of its victims, in Romania, as USAID’s local democracy advisor. She attended Yale University and has a Ph.D. from the University of Maryland. Most important, she has five children and a few grandbabies.
