Senior Program Manager

Rights4Girls

Carolina Bazan is the Senior Program Manager at Rights4Girls, a national human rights organization committed to ending gender-based violence against young women and girls in the United States. Prior to joining Rights4Girls, Carolina served at the International Organization for Migration (IOM), where she worked on the US TIP Program, focusing on the return, reintegration, and family reunification for victims of human trafficking in the United States. At IOM, she also served as the interim Project Manager for the Emergency Victim Assistance (EVA) Fund, a global fund providing urgent support to trafficking survivors worldwide. Throughout her professional
career, Carolina has collaborated extensively with anti-trafficking survivors, advocates and service providers to achieve justice and stability for victims of exploitation.

Carolina also brings substantial direct service experience from her five-year tenure as a Case Management Specialist III with the Maryland Department of Juvenile Services, where she worked closely with children in the youth justice system. As one of the few Spanish-speaking case managers, she built meaningful relationships with her clients and provided critical support to the Hispanic community in Montgomery County, Maryland. Her time in juvenile services inspired her to pursue further education and advocacy efforts focused on human rights and marginalized youth.

Carolina holds a Master of Laws (LL.M.) in International Human Rights and Humanitarian Law from Europa Viadrina University in Frankfurt (Oder), Germany, and a Bachelor of Arts in Crime, Law, and Justice from Pennsylvania State University.
