Caroline Hubbard is the Project Director for U.S. Online Safety Policy at ChildFund International and Chair of the End OSEAC Coalition, where she leads coalition building and policy engagement to address online sexual exploitation and abuse of children. She brings more than 15 years of experience advancing gender equality, inclusive democracy, and protections against online and offline harms.
Previously, Caroline served as Senior Gender Advisor in the Bureau for Democracy, Human Rights, and Governance at USAID and at National Democratic Institute, where she led global initiatives on violence against women in politics, technology facilitated gender-based violence, and gender inclusive governance. She also supported U.S. government engagement in the Global Partnership for Action on Gender Based Online Harassment and Abuse and initiatives such as Transform Digital Spaces addressing technology facilitated violence across multiple regions.
She has authored global research and policy resources on gender, democracy, digital harms, and violence prevention, and has convened cross sector partners to advance survivor centered and trauma informed approaches to policy and systems change.
