Kelly is the Executive Director of Sierra Cares Foundation which serves to repatriate, educate and serve vulnerable women and children in the Makeni region of Sierra Leone, she authored the first mental health program being piloted in West Africa and helps African and Middle Eastern governments understand trafficking as it relates to their countries.  She is also an expert in trauma for conflict regions and trains governments and first responders on how to navigate the challenges of refugee populations and trauma. As a formerly elected Commissioner, she has worked with the US Department of State and 4 Administration to advise on the implications and impacts of legislation on State, Federal and International Levels. Kelly’s public policy advising extends to the United Nations, the Vatican, and State and Federal entities; she has written, testified, and helped to advise on over 300 pieces of legislation around the world.  She has authored a familial trafficking Identification guide for medical professionals and educators.She is a former member of the 2nd cohort of ISTAC and advises many NATO governments around the world. Kelly is published in the National Academies of Science, Engineering and Medicine, multiple media outlets and is also a Tedx Speaker.
