Hawaii
In Hawaii, all aspects of the sex trade—whether selling sex, buying sex, promoting it, or profiting from it—are completely illegal. In 2021, Hawaii made big changes to the prostitution and trafficking laws. The State removed the statute of limitations for sex trafficking. Hawaii also amended the law so that sex buyers are charged distinctly from those being exploited. Sex buyers are more harshly punished under the new law, especially those who exploit minors, or who are repeat offenders. Those being exploited are now only subjected to a low-level misdemeanor that qualifies for expungement from their record after three years under certain conditions.
